City Attorney
Welcome to the Laramie City Attorney page.
The Laramie City Attorney’s office is comprised of two (2) full-time attorneys, which are appointed by the City Council, and one Administrative Assistant, employed by the City Manager.  The City Attorney is David C. Clark and the Assistant City Attorney and Prosecutor is Ashley C. Castor.  Mr. Clark performs the civil work for the City and Ms. Castor performs the criminal and traffic work. They can be reached at 307-721-5321.
The City Attorney’s office provides several roles for the City of Laramie, both in the civil and in the criminal arenas of practice.  If a traffic citation or criminal citation has been issued by a police officer, and the offense took place in the City, the matter will likely be handled in the Municipal Court with the appearance of the City Attorney’s office as the criminal prosecutor.  On the other hand, if the City Council or a member of the City staff requests advice on a legal matter, that matter will probably be a civil matter.

Traffic and Criminal Matters.
If you are a criminal defendant or received a traffic citation, and wish to speak with the City Prosecutor and you do not have an attorney to represent you on your citation, you may call the Administrative Assistant, Michelle at 307-721-5321 to discuss your options and the status of the matter.  Please do not call or email the City Attorney's Office in regard to a criminal matter as the attorney will not discuss cases over the phone, except to speak with another attorney who has entered an appearance in that matter. 

Victim/Witness Information:
If you feel you are a victim of a crime you can contact the Laramie Police Department Laramie Police Department.  If you are seeking restitution for damages incurred due to criminal activity you can contact the Crime Victim Witness by clicking on the following link: Crime Victim Compensation.

Dismissal Information:
If you have received a parking citation and feel the citation is not justified, please click on the following link:  Request for Dismissal   for a request of dismissal of that citation.  You will need to complete the form and submit it along with a photocopy of the citation, and a photocopy of your driver's license to the address below or in the City Attorney's drop box in the front lobby of City Hall.


First Offender Information:
If you have received a citation for Driving While Under the Influence (first offense) or Possession of a Controlled Substance (first offense) and are seeking consideration under Wyoming State Statute § 7-13-301, please click on the following link: First Offender Information.  You will need to provide any requested information to the address below or in the City Attorney's drop box in the front lobby of City Hall.

Civil Matters
The City Attorney’s office provides the legal assistance on the civil matters of the City, including drafting of contracts, review of documents from a legal perspective, advice to the City Council and staff members and drafting or reviewing policies and procedures.  The issues that are presented to the office are wide and varied, ranging from water rights, contracts and zoning and planning issues to property acquisition or nuisances or lawsuits. 
The City Attorney represents the City, but not the individual citizens of the City.  If you have a question for an attorney on a personal matter, you should contact a private attorney.  If you have a question about the procedures within the City, or on a City matter, you may inquire of the City Attorney.
